Information about Radzilow and Lomza gubernia can be found in "Landsmen", the quarterly publication of the Suwalk-Lomza Special Interest Group for Jewish Genealogists:

I extracted and transcribed all Jewish marriages in Radzilow, 1826-1841, and they were published in "Landsmen" V:2-3,67-70. I have also completed Births 1826-1847, and they should be published in a future issue, possibly this summer.
A few additional record indexes are available via REIPP.
